The bill which was supposed to make government administration more efficient was prepared by Head of the Permanent Committee Michał Boni. His idea had a huge number of opponents. Even the Prime Minister’s Chancellery voiced its reservations, although Boni is one of its ministers. Moreover, Head of the Chancellery Tomasz Arabski was one of the people who submitted the greatest number of comments and his list is 8 pages long. The bill was also criticised by all ministries, President’s Chancellery, Chancellery of the Sejm, Chancellery of the Senate, and less important institutions such as the Central Office of Measures. "Saying that these comments killed the idea of lay-offs would be an understatement. If we were to take all reservations into account, then instead of dismissing officials we would have to hire new ones," told us one of our sources in the government. How is it possible? Most offices claim that they are understaffed. In this situation Boni’s idea does not have a chance to succeed. “As a result of conducted consultations (…) our attitude towards this enterprise has evolved. (…) it needs to be pointed out that the project does not have to be conducted via legislation,” wrote Michał Boni’s office to Wprost24. In other words the law will not be implemented.
