It refers to a place situated in the very centre of Wrocław, at ul. Kościuszki. It is a very exclusive area, situated 150 metres from the Wrocław Opera. Golden Play wanted to open a gambling salon there, but it needed the opinion of city councillors. The motion was eventually rejected: 16 people were against and 13 in favour. The problem is, however, that today no one wants to admit to being in favour of the motion presented by the company related to Rychu. According to PiS councillors, these 13 people included PO councillors. All in all the PO club consists of 12 members. "As far as gambling salons are concerned we are always against and PO is for. There are exceptions, but this is how it usually works," claims head of PiS councillors Piotr Babiarz. “Our club never tells our councillors how to vote in case of gambling salons. Everyone makes their own decision individually. This was also the case here. Some councillors were for and some against,” replies head of PO councillors Barbara Zdrojewska. She also added that she did not remember how she had voted in this case.

As far as the Golden Play motion is concerned only the club of councillors related to Rafał Dutkiewicz recommended voting against. "We were against as Mr. President had suggested. But it is true that PO councillors are usually in favour when it comes to gambling salons. They argue that entrepreneurship must not be blocked," said Krzysztof Kilarski of Dutkiewicz club to “Wprost”.
