The bill proposed by Law and Justice (PiS) is an amendment to the present Act of 15 March 2002 on the Structure of the Capital City of Warsaw. The capital now has 469 councillors. The amendment would reduce this number to around 260, but the Council would not be affected by the reduction.

PiS claims that in this way the City would save around 10 mln zlotys annually. "For this amount, for example 10 modern buses can be bought," said PiS MP Mariusz Błaszczak. In his opinion these changes will not have a negative impact on the functioning of self-governments in districts.
Andrzej Halicki, who is a Citizen Platform MP, does not share this view. "It is a risky idea. I am for limiting the administration, but in this case I doubt if a handful of councillors of a large district was able to handle all duties," he explained.
